Added: Chromium

Added: Potion effects for all current armor
Things I might do:
Nerf chromium armor potion effects
Add a dedicated creative tab
Add one more set of armor/tools
(This is as much as I will do until I get some inspiration)
*note: each armor set has two positive effects and one negative effect*
