Gave new enchantability values to the four new staffs.

Buffs:
The Weaver:
+ Increased durability 230 -> 275
+ Increased slow chance 25% -> 35%
+ Increased offhand durability regen 5 -> 7
Flint Staff:
+ Increased durability 170 -> 210
+ Increased bleed chance 15% -> 18%
Ice Staff:
+ Increased durability 125 -> 250
Obsidian Staff:
+ Decreased durability consumption of offhand passive 8/2sec -> 6/2sec
Neutral Changes:
Redstone Staff:
+ Increased redstone staff durability 115 -> 160
- Increased main hand offhand durability useage 7 -> 9
Burning Coal Staff:
+ Increased burn chance 10% -> 13%
- Decreased durability 320 -> 200
Staff of the Dragon:
+ Increased dragon staff durability 1,400 -> 1,450

Final Note:
I was hoping to make it easier to implement new staffs by changing how the code for the ability system works, but I was not successful in my test and have dropped the idea entirely. This update was supposed to be mostly about this, and what was in this update is what would have been 1.4.2.
If you find any glitches with the 1.4.1 release please report it in the issues tab. I am expecting to start working on 1.5.0 now, and I have a particular theme in mind for it, along with adding the meteorite of the nether.

The next planned update with be 2.0.0. It will be revising some elements from the mod, updating textures and adding some new features, along with having a special theme for the new additions.
