-Undergarden tools and weapons can now be directly modified. Fixes this issue.

-Added Bloodlust effect, currently obtainable only by directly modifying an Utherium axe. Grants +50% damage against passive mobs, mimicking the effect of a normal Utherium axe.

-Froststeel tools that are directly modified now have varying levels of Slowness, matching those of their normal Undergarden counterparts- Slowness II for pickaxes and shovels, III for axes, and IV for swords. Constructed Froststeel tools and weapons still have uniform Slowness IV.
