TZO's Additions

Changes: 

• Fixed blizzard freezing and heatstroke effects stacking without weather conditions being active.
• Made normal arrows fired from augmented bows pickupable if it didn't have infinity.
• Spider leggings now give better horizontal wall climbing speed.
• Spear entity reach is changed to only +1 block reach on all tiers.
• Tremor drill can now be repaired with echo shards.
• Lightning striking an entity above sand will now turn that sand into glass (requires extreme weather gamerule to be true).
• Added extreme weather gamerule to disable/enable extreme weather updates (true by default).
• The thunder clouds will now require extreme weather gamerule is set to true to spawn.
• End surge now requires extreme weather gamerule is set to true to occur in the end.
• Thickened augment for the whip has been changed to no longer double durability, but now will prevent all durability lost when thwiping instead of halving it.
• Updated echo chest recipe to use an enderchest instead of a normal chest.
• Fixed crash where some projectiles travelling through portals caused a crash.
• Made whip thwip no longer damage players blocking with a shield.
• Made meteor enchantment deal more damage.
• Fixed Smelting touch bypassing tool harvest level.
• Fixed explosive arrow damage being inconsistent .
