Added /tsa detect

It now:

• Forces an immediate client-side scan of both mods and resourcepacks.
• Checks every SHA-256 hash against blacklisted_hashes.txt.
• Shows CLEAN results in chat to:
• • the command requester
• • players with tsa_anticheat.alerts
• Shows detected entries including:
• • MOD / RESOURCE_PACK
• • filename
• • SHA-256 hash
• Saves detections to the player's TSA report.
• Sends a Discord webhook only when something is detected.
• Does not send a webhook for a clean scan.
• Prevents multiple detection scans from being pending for the same player.
• Uses the existing tsa_anticheat.command permission.
