This mod adds tool and material packs in boxes, which can be obtained from the packer villager. You will need a crafting table to trade with him.
There are different levels, which are (from worst to best): Basic, Amateur, Dark, Max, and Illegal.
The Illegal kit basically comes with invisible blocks, bedrock, and command blocks, which are exclusive items in creative mode, but can now be obtained in survival mode.
To open the toolpack, use right click.
