Tool Leveling+ [Fabric]

- internal handling of the config is now based on vanilla codecs
    - configs will no longer reset when they contain errors
    - the logfiles will now contain detailed information about what exactly is wrong with the config
    - when the config contains errors, the default config will be used instead
    - wildcards like `minecaft:*` are no longer supported
- removed some command options
    - `/toolleveling config show`
    - `/toolleveling config info`
- command `/toolleveling config reset` will now reset all configs
- command `/toolleveling config reload` will now reload all configs
- internal handling of item tags improved
    - now rendered in the item values gui more compact (see: `/toolleveling openitemvalues`)
- the block itself now has a comparator output
    - outputs a signal strength based on the number of non empty payment slots
    - signal strength 0: no payment items
    - signal strength 1-15: at least one item per slot
- overall QoL improvements
    - all numbers are now formatted with a thousand separator
    - upgrade buttons now show the next level of the enchantment in the name
    - colored slots in the gui to indicate which slots are for payment and which for the item to upgrade
