toggledownfall

**Brings back the classic and OG command "/toggledownfall".**
For anyone who prefers this command to the “/weather clear/rain” command.
- Server sided, works in single player too.
- OP required to use the command.

Version 1.1.2 is Multilingual supported. 
I added the 15. most used languages in Minecraft.
