Resource pack order.

• New order list in config/tofneo_packs.json: resource pack file names, from bottom to top.
• The order is applied once per installation, the first time the mod sees one of these packs, and again only if the modpack changes the list. After that, players can move unlocked packs freely.
• Forced packs take their place in the list instead of being added on top in alphabetical order.
• Packs that are not in the list (vanilla, mod resources, the player's own packs) keep their position.
• The config screen keeps the existing order when it saves.
