Improvements to super repeater GUI (issue #106)
-Added support for scrolling to change delay. Shift-scroll to change by seconds (10 tick increments).
-Added third + and - buttons to increase/decrease by 100 ticks (10 seconds)
-Changed default max to 1000 ticks (100 seconds) and removed message warning about memory usage, since it's no longer relevant.
-Added localized message to GUI explaining how to change delay.

Click anywhere on panel with redstone wrench to rotate. #101

Changed localized name of Redstone Panel blocks without a base to "Tiny Component Container" to avoid confusion when placing tiny components in world, then picking them up with a pickaxe.
Renamed Redstone Wrench to "Tiny Component Wrench" and referred to components more generally as tiny components.
