- Reworked TechLock integration to be fully dynamic per player and nation.
- Replaced full reset behavior with safe lock/unlock diff syncing (prevents wiping unrelated unlocks).
- Added automatic sync on login and periodic in-session updates.
- Added batched TechLock save handling to reduce IO/load spikes.
- Kept TechLock as soft runtime integration (no hard dependency).
