TFC X Tinkers compat

TFC x Tinkers brings Tinkers' Construct to TerraFirmaCraft, allowing Tinkers' weapons and tools to be made using TFC anvils based on the tier of metal being used. It adds cobalt ore generation, surface indicators, river deposits, and processing recipes for turning cobalt ore into usable metal. Tinkers' Construct metals are also supported by TFC casting, welding, storage, and metalworking systems.
