TFC-deepsnowstack(accumulation for terrafirmacraft)

-first release version of rebuilding of the mod.
-added compability with tfc weather systems (this mod closes itself when tfc weather systems detected and tfc weather systems handle its values)
-added 5x5 surface snow smoothness system. while its not snowing or melting, snow layers will fall onto smaller piles in order to make a smooth surface. it is slow so players wont notice much but fast enough to actually make a smooth surface (this function only works on blocks that are on the same y level)
