TD Elytra Slot Compat

TDElytraSlotCompat fixes the Soul Elytra boost error between Elytra Slot and Deeper and Darker 1.4.1. It redirects obsolete cooldown reads to the current config setting while preserving the original flight, equipment, and cooldown checks on NeoForge.
