TAIGA 2 (Tinkers alloying addon port)

Hello! Long time no see... I had an update for TAIGA that was about 80% done a while ago, and was motivated to finish it because of Freebi who's currently working on DDSS2, please go check it out!

- Thanks to MemeK1d, a lot of material stats have been changed/fixed and added support for Constructs Armory and Tinkers Archery.

- All modifiers have been fixed, "decay" is the only one that isn't implemented and I am not sure if it's necessary considering its a negative trait (in the original mod it just lowered your dura/spd/atk by 1 each second or something like that), if anyone thinks the traits are too overpowered or need improvement (or still broken) just let me know, I had to change the behavior of some of them while updating

- I fixed the mining level bug (Which basically allowed you to mine any block from TAIGA using any vanilla pickaxe), still no TOP compat, and the mining level still shows as numbers (will try to deal with this later) 

- I fixed a crash that for some reason caused there to be some "minecraft:air" recipes which crashed JEI if you searched for casting recipes

- I fully documented everything, you can see trait descriptions in TiC encyclopedia, if something is still unclear do shoot me a discord DM (@ms55_real) and I'll explain it further, I might even post a full explanation over at github though!

- TODO : Things I should do next update are custom textures for the tools (unnecessary, but still cool regardless), figure out what's wrong with meteorite, TOP support and do something about the mining levels appearing as numbers thingy
