Through data packs, you can make a block tag that contains any block you want to make note blocks make special sounds while underneath.
You simply make a data pack, create a block tag named the block sound lower case and _ instead of spaces. ex: iron_xylophone. Add any blocks to the tag as you want then load a world with the data pack enabled.
