Critical fix about custom dimension config function. (Thanks to @rpfurlong)

• Fix config cannot back to default when player leave custom dimension.
  • That leads default config file will be overwritten or deleted if you 'Save Changes' or 'Delete Current File' in configScreen.
  • And other strange issue that I cannot expect...
• Fix logical side mem leaks that causing player cannot receive any SFCR packet after respawn.
• Fix logical side doesn't send dimension packet when player is respawn ACROSS dimension.
• Fix vanilla precipitation particles always controlled by SFCR clouds, even NCNR is disabled.
• Add a simple screen to notify player install Cloth Config instead of red config button.
