Added snow, snowblocks, and concrete powder to blocks that slow you down

Added concrete to blocks that speed you up

Blocks are now detect below you and with this update, the block your in. This was done because snow didn't effect you speed at certain snow levels

When wearing anything in the boots slots the effect of any speed effecting blocks is diminished. 1 is normal speed. For example the speed boost you get from bricks goes from 1.3 to 1.2 and sand from 0.9 to 1
