Change the behavior of rail builder.

  1. Fix the bug of double-layer guardrail for bridges.
  2. Now slopes will be created if the ballast is lower than the ground surface.
  3. Change the GUI. Now the rail panel is separate from the ballast panel. The catenary panel is expanded.
  4. When clearing blocks, catenary nodes are correctly removed now. Wire model will not persist.

Version 1.20.1 may also be suitable for version 1.20, but this is not guaranteed.
