Starlance additions

Just some things i add to starlance, simple fuel system,etc. i probably add more things later or not
Add fuel system based on placing block and detectecting redstone on it currently has: config for fuel use config for block spawned/thruster config for fuel type
Can work winhout starlance if you only want to spawn a block if it has fuel? idk why someone would need that but okay
