Mobs have a chance to spawn marked with a Bounty and gain special abilities/stats/rewards. Player Bounty Hunters also gain stats based on progress

Add support for item count and NBT tags for item drops.
Each item field in the drops list is now in the format of "<optional-item-count> <item-identifier> <optional-NBT-data>".
For example, it could be "2 minecraft:enchanted_book{StoredEnchantments:[{id:\"minecraft:blast_protection\",lvl:2s}]}"
