Spawn Balance Utility

Allow you to control spawn weights and group size of mobs by Biome and Structure. This controls the mixture of mobs that spawn, it does not modify the Spawn Cap like our other mod, "Spawncap Control Utility".

Improves compatibility with mods that add entries with zero spawn weight (Like Vampirism).
1) Avoids raising spawnweight 0 weight entries above 0.
2) Preserves the value of spawnweight 0 when balancing.
3) Writes out spawnweight values of 0 in the reports.
