Spawn Balance Utility

Allow you to control spawn weights and group size of mobs by Biome and Structure. This controls the mixture of mobs that spawn, it does not modify the Spawn Cap like our other mod, "Spawncap Control Utility".

I fixed it to where structure balance, fix, and generate list are working now.
