Spark's Tools

- Loading materials for tools happens later to avoid issues with mods that register items and ore names later than expected

- Fixed display names for tools where the material contains formatting codes

NOTE:

Any tools defined in the custom_tools.json file without the "name" explicitly defined may have their ID change, and therefore those tools will disappear from the world.
