Fix permanent fps drop causes by sound system in 1.14 and 1.15

The bug itself only exists in 1.14 and 1.15, so no 1.13- or 1.16+ versions

Fix permanent fps drop causes by sound system in 1.14 and 1.15

For example you won't have any permanent fps drop in big contraptions with tons of piston or droppers firing with this mod

It's a client side fabric mod. It only requires fabric loader
