Quick Tutorial:
The General Smooth Lightning, you can Adjust In-Game with ModMenu
If you want the Smooth Lightning of an Especific Entity, you need to go to the config folder in your Minecraft Folder, and then in the .json file you find the: "per_entity_override" on their brackets you add the Modded or Vanilla Entities that you want to Adjust their Smooth Lightning
