Smart Obsidian Tools Update

Changes:

✅ Block harvest tier changed from Netherite to Iron
✅ Efficiency increased from 7 to 8
✅ Attack damage increased from 4 to 5
✅ Rarity changed from Rare to Uncommon
✅ Pickaxe durability increased to 2031 uses (same as Netherite)

🔧 Upcoming fix: Silk Touch will correctly apply to all 9 affected blocks.
