Skywarden's Shattered Skies Compatibility Fixes

For Minecraft 26.1.2 and NeoForge 26.1.2.122 or later on the 26.1.2 branch. Install the same repair version on client and server.

- Retains the pack's existing recipe, datapack, guidebook, Oritech, JER, Distant Horizons and Jade 26.1.12 repairs.
- Validates XyCraft collector filter updates on the server: active collector menu, matching loaded block entity and dimension, distance/menu validity, live non-spectator sender, filter bounds and FTB Chunks interaction permission. Repeated updates for the same slot in one tick are coalesced.
- Requires gamemaster permission for XyCraft's privileged helper; adds a second check for build/debug commands at execution, independent of shared command-root registration order.
- Rejects chunk-batch acknowledgements when no batch is outstanding.
- Disables Integrated Dynamics' optional unauthenticated web diagnostics service on the client. Normal Integrated Dynamics networks and terminals remain available.
- Uses Minecraft's disabled telemetry sender for game-session telemetry. This does not disable account authentication, launcher analytics, mod-host downloads, optional profiling uploads, or all third-party network traffic.

Required pack integrations: Jade 26.1.12, XyCraft Core/Machines 0.9.2, FTB Chunks and Integrated Dynamics 1.36.2. Built and checked against the exact version 1.1 pack inventory.

Validation: isolated dedicated-server startup, reload, save and clean shutdown; runtime permission/counter/collector-guard checks; isolated client startup on NeoForge .122; runtime client checks of disabled telemetry and diagnostics. No real account credentials were used by the client test. Ordinary-player multiplayer interaction/claim-edge gameplay remains to be checked after installation.

Known issue: The Undergarden 0.9.8 has an existing Jade 26.1.12 plugin-loading error. The pack starts; this release does not fix that third-party tooltip integration.
