Creepers that are killed by pickaxes with silk touch have a chance to drop TNT, in addition to their normal loot pools. The default rate is 60% (0.6), and can be altered in the config. (For the sake of my mental health, I cannot tell you how long I was working on Fortune or Looting influencing the rates. For the record, they do not.) Should also work with most modded pickaxes, given that they're instances of the PickAxeItem. We'll see!

Savage and Ravage Optional Compat

There is a config option (by default off) for creepers to drop spore bombs instead of TNT. Whichever headcanon works for you!
