Make gems useful by added armor & more for them

Description

More love for gems!

This mod aims to make the gem provided by Biomes o' Plenty useful, by adding several features for them.

These will be added for the vanilla emerald too, but everything is toggle-able in the config file.

If there are any issues, please file them here

The added usages are:

Armor
Tools
TConstruct Tool Materials
Shields (if SpartanShields is present).
Weapons from SpartanWeaponry
Charms (from Baubles)
