tweaks for admins

this is a variety of server tweaks for owners of servers it will add controls for mobs mostly and when you run it on your forgr server it will generate a config file called servertweaks-common.toml u can change variables to change stuff from the gam like for instance :

mob caps

mob spawn radius

and so forth
