Serene Seasons - Minimum Player Count

Adds a Minimum Player Count Gamerule for Serene Seasons, so that the season will not advance if not enough players are present.

What's new
The player count will now correctly always update when a player leaves a server, and the player count will also now update correctly when the last player leaves the server (Which probably wasn't an issue as most modded servers will pause when no one is online anyway)
Also, the mod will now function perfectly fine if only installed on the server, no need for players to install it.
