Changelog:

 - Update to 1.19.4

 - Cloud particles after dashing are now static and spawned closer to the player

 - Cooldown after dashing is now determined by the level of the enchant:

     Dashing I - 33 ticks

     Dashing II - 66 ticks

     Dashing III - 99 ticks
