What's new
Add tweak to smithing table to require the same amount of material needed to fully repair the item in order to upgrade it. As a result, the tool comes fully repaired after upgrading it.
This works with any smithing upgrade item which contains "upgrade_smithing_template" in its ID.
Also included a config option to disable this feature
