Fixed compatibility of Lightfooted perk with other mods.
Fixed Perk potion effects randomly wearing off. Now once they wear off, they check if they should be reapplied.
Added Perks Toggle. You can now disable the perks entirely. Button doesn't remove active potions, drink milk for that.
