RL Network Fix

RL Network Fix is a small server-side Forge 1.20.1 compatibility patch for Nuclear Science and Voltaic.

It fixes Reactor Logistics networks that can stop reconnecting after a connected machine, controller, interface, module, receiver, or cable is broken and placed again.

The patch replaces the unsafe stale-receiver cleanup path with iterator-safe removal, keeps direction mappings in sync, and rebuilds cached controller/interface/module role counts only when stale connections are actually removed.

Installation:
Put the JAR in the dedicated server's mods folder. Clients do not need this mod.

Remove this patch and re-check the upstream implementation before updating Nuclear Science or Voltaic.
