Renewable Ghast Tears

Makes Ghasts spawn Ghast Tears periodically based on the dimension they're in. By default, Ghasts will only cry tears in the Overworld (they're just happy they're home!), but this is configurable for any dimension.
Ghasts will visibly cry when they are in a dimension where they are configured to cry in:
