Fixed the whitelist not working

Fixed the whitelist causing a crash

Fixed the crash that happened if you removed all the biomes from the blacklist

Adds the ability to change any biome name's region display

No longer only redisplays a biomes name after showing a named biome, so now if you go into a non-whitelisted biome and back into a whitelisted one it will show the whitelisted biome's name again

and officially naming the mod "Regions" with it's 6.0 release :)
