It just changes the default settings of Vanilla Refresh datapack to ones i need in my modpack. I personally found the default settings inconvenient for my usage.
I figured out later how to change default settings via it's intended way. But hey, this is work i already did in MCreator. Why should i do it again.

specifically, it:
disables water splashes
disables displaying mob health
disables the particle effects around some blocks (just the ones added by the Vanilla Refresh datapack, not the vanilla ones)
disables the "Drop Ladder" function
disables stats above players
disables XP orbs from teleporting to you
enables disc looping in a jukebox
if it doesn't change the settings automatically, you can run /function vanila_refresh_autoset:autoset
