Adds an override gamerule to set the gamerule reducedDebugInfo to true by default.

Useful for server owners seeking an automated enabling of the reducedDebugInfo gamerule.
Also useful for disabling the features of the F3 screen in your modpack by default while maintaining an option for players to re-enable it should they wish.
To re-enable debug info, either run the commands "/gamerule reduceddebug:debug_info true" and restart your world or run the command and then the vanilla "/gamerule reducedDebugInfo false".
