- Performance update: load config once, then use a hash table to get things
- All this means for users is more speed, but you will have to reload the world to update configs - no more real-time config updates for you now.
- Doesn't affect everything: toggles are still fetched more frequently (may change later)
- Added minimum Y levels for radiation in biomes
