Project Atmosphere for TFC

• Fixed an issue where rain was not rendering. Rain particles were being blocked by an internal TFC condition that was not previously accounted for. Rain should now render correctly when Project Atmosphere reports precipitation.

Notes

• Project Atmosphere remains the authoritative source for weather state.
• This fix ensures that when PA determines it is raining, TFC no longer prevents the visual rain effects from appearing.
