Changes since 1.1 (for mc 1.12)

* new console command to kill modified mobs

* configurable caps for controllers that could scale endlessly

* achievement control - adds difficulty for player achievements

(note that new piercing modifier and from spawner controller for the 1.11_1.2 version do not work in mc 1.11
