0.7.3 - Realistic Wind Tuning and Config Reset

Adjusted the default wind strength to better match Sable’s lightweight physics scale. PMWeather wind is still converted from mph-style values internally, but body wind now defaults to a much lower influence so normal wind feels less overpowering while storms and tornadoes can still move objects.

The main wind safety limits were raised so they act more like edge-case protection instead of normal gameplay tuning. Uneven wind torque remains enabled so airborne objects can still yaw, roll, and tumble naturally.

This version also forces a clean config reset for older 0.7.x configs. The old config is backed up, then a fresh config is generated with the new 0.7.3 defaults.
