Placing Takes Time (Ptc)

Makes it so building blocks now actually takes time, not in-game time but instead when placing blocks a green wire-frame appears and it takes a couple seconds to finish building, with a config to edit how much time. Having an axe on your offhand will decrease the time it takes, depending on the level and how much efficency it has great for if you want to limit the players building capabilitys without ruining the whole game.
