Pixelmon Extended Move Skills

Added the Dowse moveskill.
This moveskill works off the Water Sport move, and extinguishes fires and campfires, as well as converting lava to different types of stone.
Flowing lava and source lava create different types of stone.
This move also has unique interactions and activation requirements in the Nether.
Optionally Redstone Volatility can be enabled giving a chance for some redstone components to create fire if targeted, and Soulfire Volatility treats soulfire and soulfire campfires as oil fires, also with a chance to spread fire when targeted instead of being extinguished.
