Phoenix's Chromatic Codes

Added named codes (for example &[matrix]) that allow you to add any code with a unique name you want inside []. 

Added a config for case sens for named codes.

True: All named codes care about the case used (for example &[matrix] is different from &[Matrix])

False: Named codes do not care about case sens, all named codes will act the same regardless of case. As this will make multiple registered codes with the base text default to the first registrered code proccess with caution.

Also changed base config have a # code as that messed with the ftbquests compat. (If you do not use ftbquests feel free to have that code.)
