"Phantoms begone!" adds a gamerule to remove phantoms, while still allowing players to get phantom membrane via converting the phantoms to it rather than just not spawning them. (also automatically enabled by default while the mod is installed)

 

also gives several game rules to customize various aspects of phantoms (such as spawns and their health)
