This mod changes phantom spawning and behavior in a few ways

Phantoms will spawn in the End if there is no active Ender Dragon at a rate slightly lower than Endermen (can be changed with a datapack).
Phantoms behavior changed from hostile to neutral.
Phantoms including nearby ones will retaliate if attacked by a player.

This mod is serverside only so clients don't require the mods and works in singleplayer worlds.
