Peaks

- Compat aded for ["create", "immersiveengineering", "mekanism", "thermal", "elementalcraft", "wizards_reborn", "biggerreactors", "evilcraft", "bigreactors", "crossroads", "eidolon", "embers", "occultism"]

- Compat uses a config list to set which mods are preferred for generation if multiples mods adds the same resource. 

- Add peaks for all vanilla ores, too.

- Small adjusted to how the peaks are generated. 

- Adjustment to how the datapacks are defined, the biggest being the implementation of peaks:weighted_random_selector. 

- Made sure the mod doesn't try to build outside of write radius cutoff, which would cause massive logging related to trying to place blocks in "far way chunks".
